The Hagerstown, Md., Housing Authority (HHA) was able to revitalize the west end of the city, where about 20 percent of the population lives, with the multiphase $72 million Gateway Crossing project, using a variety of funding sources that included a HOPE VI grant and low-income housing tax credits. By 2001, the HHA and community leaders decided it was necessary to completely redefine the area formerly known as Westview Homes, which had 210 public housing units and was in an extreme state of decay. Local governments lacked the funds to redevelop the area, so the HHA applied for and received a $27.8 million HOPE VI grant which provided the core funding.
