The Rhode Island Housing and Mortgage Finance Corporation (RIHMFC) can appeal the dismissal of its third-party complaint against HUD in a dispute over Section 8 contract rent adjustments, the U.S. District Court for the District of Rhode Island ruled, holding that the agency does not have to wait for the owner's underlying claim to be resolved.
