A final HUD evaluation of the 15-year Moving to Opportunity (MTO) demonstration program found that providing vouchers to public housing residents to move to low-poverty neighborhoods resulted in improved housing quality and a better environment for families, but no detectable economic gains for adults. The report prepared by the National Bureau of Economic Research also found improved physical and mental health for movers.From 1994 to 1998, MTO enrolled 4,604 low-income households in the program in Baltimore, Boston, Chicago, Los Angeles, and New York. Eligibility was limited to families with children in public housing or other project-based assisted housing in selected high-poverty areas. The families were assigned at random to one of three groups.
