Management, Occupancy Reviews on Hold While Contracts Are Rebid For Project-Based Administrators

HUD officials told the National Leased Housing Association (NLHA) Section 8 meeting that management and occupancy reviews (MORs) currently are not being conducted on a regular basis in 41 states and the District of Columbia while contracts for project-based contract administrators (PBCA) are being rebid. The short-term contracts currently in effect in those areas do not include MORs as part of the core tasks. At the October 20 NLHA meeting, HUD staff also said they are reexamining the methodology used when owners analyze utility costs for annual and special rent adjustments and utility allowances.
