Areawide fair market rents (FMRs) in the Dallas HUD metropolitan fair market rent area (HMFA) will continue to apply to Section 8 project-based voucher (PBV) units for which a notice of owner selection was issued prior to June 8, 2011, according to a HUD notice clarifying the use of the small area FMRs in the Dallas area. The notice, which was published in the June 8 Federal Register, acknowledged concerns about the financial viability of properties with PBV units under the small area FMRs, which are set by ZIP code. In some cases, according to the notice, the small area FMRs established for Dallas in an October 4, 2010, notice may be as much as 35 percent lower than the areawide FMRs.
