In December 2011, Connecticut Governor Dannel P. Malloy and Manchester, Connecticut Mayor Leo Diana took part in a ribbon-cutting ceremony marking the opening of a 20-unit, 27,000-square-foot apartment building in Manchester intended to house homeless and low-income tenants and provide them with support services. The state's capital investment in the project amounted to about $6.5 million. The ribbon-cutting was followed by an open-house tour of the building.
