The American Society for the Prevention of Cruelty to Animals (ASPCA) recently sued HUD claiming that the agency improperly denied the ASPCA's request for a fee waiver associated with its Freedom of Information Act (FOIA) request concerning pet ownership restrictions in select public housing units.
