On the eve of his retirement in May 2010 as the 23rd commandant of the U.S. Coast Guard, Admiral Thad Allen was placed in charge of the federal response to the devastating BP oil spill in the Gulf of Mexico. Named one of America's best leaders by U.S. News & World Report, Allen first came to public attention for his leadership role in response to Hurricane Katrina, whenrnhe took over from FEMA head Michael Brown and won universal praise from New Orleans and Gulf residents. Under President Obama he has played a significant part in developing an ecosystem-based ocean policy.
