In 2011, council leader Martin Tett identified the need for a calculated and significant push with road repairs. Following a severe winter, reports of potholes had increased and his county councillors were raising their voices on behalf of their constituents. Nearly eight per cent of the county's A-road network was classified as 'red', requiring an imminent plan for maintenance. Previous to Martin Tett's election, the county's roads saw £2.8 million spent per year, falling well below the £8m required to keep a steady state. Little wonder then, that the highway was deteriorating at an increasing rate.
