Chancellor Rishi Sunak's Budget in early March focused on the grassroots of highways and transport, providing development funding for larger schemes and testing out new appraisal systems to support growth in areas 'with the highest levels of identified need'. In the shadow of the pandemic and a 10% fall in GDP last year, the relatively modest Budget found £135m 'development funding' for the A66 Trans-Pennine upgrade to 'accelerate the start of construction on the project to 2024'.
