Remember the Poll Tax? It was introduced in Scotland before the rest of the UK. Now, once again, Scots are to be first into the minefield with a change that may well be rolled out elsewhere. This time the front line is BBC radio. Just a few days before Christmas the BBC Trust announced that it had approved a proposal that will remove the BBC's UK radio stations from Freeview in Scotland in the evenings. This is to make way for the Gaelic station Alba TV. One of the justifications for this move is that the Freeview contains the word 'view' so radio has no place on the platform. The BBC has a Universal Service Obligation to treat everyone with equality, so the decision is a precedent for the removal of all its radio stations from Freeview. Not just in Scotland.
