The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal is a global agreement on proper management of hazardous wastes. Similar rules are set out in a Canada-US agreement, and in OECD Decision C(2001)107/Final, an evolving agreement on hazardous recyclable materials.rnCanada implements these agreements through the Export/Import of Hazardous Waste and Hazardous Recyclable Materials Regulations (EIHWHRM) under the Canadian Environmental Protection Act, 2002. On top of the safety controls under the Transportation of Dangerous Goods Regulations such as proper packaging, safety marks, etc., these regulations add an elaborate system of prior notification, insurance and liability. All waste handlers must be aware of the importance of complying with these regulations, despite the systemic problems which can make compliance difficult.
