With growing congestion on Europe's roads and regulators becoming increasingly mindful of protecting the environment, rail transport is becoming a more attractive option for many ship-pers of dangerous goods. In an attempt to improve the safety of this mode, in 1998 several major chemical companies set up the Tech 2000 working group. These companies agreed that something had to be done to reduce the number of incidents with rail tank cars. They also agreed that the chemical industry should be more involved in the construction of rail tank cars because of its considerable expertise and knowledge of the daily problems encountered when loading or unloading rail units. The fact that new technologies are not implemented for rail as quickly as for road transport was another reason to take action and set up a team which is unique in Europe.
