Dangerous goods arrive on passenger aircraft by three main routes: as cargo shipments; as company materials (COMAT); and in passengers' luggage. Incidents arise involving all three methods of carriage - through the failure to declare or misdeclaration of commercial shipments; incorrect packaging of COMAT (HCB December 2002, page 10); and passengers carrying items in their checked or cabin baggage. As regards the latter, the US Transportation Safety Administration (TSA) and Federal Aviation Administration (FAA) are becoming increasingly concerned about two particular classes of goods that are turning up with greater frequency on domestic and international flights: fireworks and explosive novelties; and cigarette lighters and other flammable gas torches.
