Road at their latest meeting the ADR experts took the opportunity to disagree with some of the new requirements in the UN model regulations as well as with their rail brethren. The question of safety in road tunnels has once more been sent back for further consideration. The UN Economic Commission for Europe's (ECE) Working Party on the transport of dangerous goods (WP15) held its 75th session in Geneva this past January 19 to 23. Delegates from 26 states attended, alongside representatives from the European Commission, the International Organisation for Carriage by Rail (OTIF) and nine non-governmental organisations. Mr JA Franco (Portugal) had been elected to the chair and Ms A Roumier (France) as vice-chairman. It was confirmed that 38 states had become contracting parties to the ADR Agreement and that Austria, Belgium, Latvia and Poland had submitted the relevant information required in accordance with 1.8.4, i.e. list of competent authorities. While this is encouraging news, less so is the information that 12 countries have yet to deposit their legal instruments to enable the 1993 Protocol of Amendment to enter into force.
