An exemption built into the revised text of Marpol Annex II regarding vegoil cargo volumes has opened up a debate as to whether or not it can or should be applied elsewhere The revisions to Annex II of the International Convention on the Prevention of Pollution by Ships (Marpol 73/78) and the consequential amendments to the International Bulk Chemicals (IBC Code) came into force at the beginning of the year. Among the changes, vegetable oils were classified under pollution category Y, calling for their carriage in Type 2 ships as reflected in Chapter 17 of the IBC Code.
