Missing the point

The US Pipeline and Hazardous Materials Safety Administration (PHMSA) published its first analysis of the Top Consequence Hazardous Materials by Commodities and Failure Modes this past March. The analysis covers the period 2005 to 2009. The work is part of PHMSA's remit to evaluate safety risks and consequences in the transport of hazardous materials when setting priorities, making policy, budgeting and allocating resources, drafting rules, targeting inspections, measuring performance, and communicating with stakeholders.
