Despite industry's best efforts, incidents continue to happen at storage terminals. Perhaps those best efforts are just not good enough. But after some local incidents in the Netherlands, not least the ongoing problems at Odfjell Terminals (Rotterdam), as well as others overseas-especially those at Texas City and Buncefield - a national discussion has been undertaken in the country between the authorities and the industry. What they have asked themselves is this: who is responsible for safety? The answer, for the most part, is simple: it is the tank terminal operators that must take the lead.
