The February 1984 issue of HCB - as ever - ranged far and wide over a number of sectors and issues in the dangerous goods world, including a report on recent tanker incidents, news on progress towards harmonisation of the RID and ADR regulations, and an appeal for comments on draft guidelines on the testing and certification of road tankers and tank containers issued by the UK Health & Safety Commission (as it then was) - one of the queries being how to define 'competent person'. An important article covered the latest meeting of IMO's Bulk Chemical Sub-committee, which took place at IMO headquarters in London in October 1983 under the new chairmanship of Frits Wybenga. The session did a lot of work on the significant task of simplifying the procedures and arrangements for the discharge of noxious liquid substances under Annex Ⅱ of Marpol. Their work was not easy, but anyone who has difficulty today in understanding the provisions should see what the previous arrangements looked like.
