EU countries are required to set up appointed bodies ("poison centres") for receiving information on hazardous mixtures, in order to formulate emergency measures. This obligation, specifically found in Article 45 of the Classification, Labelling and Packaging (CLP) Regulation, refers to mixtures classified as hazardous on the basis of their health and/or physico-chemical properties. To formulate emergency measures, poison centres must have all the information required at their disposal, including the composition/concentration of ingredients. This information must be provided by importers and downstream users placing mixtures on the EU market. The system is not yet fully in place, although the Competent Authorities for REACH and CLP (CARACAL) have now met 18 times to progress matters.
