Designing Process: Buenos Aires

Buenos Aires, a metropolis of some twelve million people, is the political, economic, and cultural capital of Argentina, comprised of a central federal district and twenty-seven surrounding municipalities. Occupying an area of about 16,500 square kilometers along the Rio de la Plata, it is almost uniformly flat. With a few notable exceptions, including one near the main train station, informal settlements-known as villas de emergencia-are located on the urban peripheries or along the Riachuelo River, the historic axis of industrial development in the city. Approximately 700,000 people are thought to live in over 900 emergency settlements in the metropolitan area, some of which are over fifty years old.
