Chinese regulators have banned the use of low-quality coal in a move to curtail air pollution and an excess of the material. It also could affect mining companies, which stand to lose access to a valuable market. The National Development and Reform Commission announced the move yesterday, saying it would ban the use of coal with ash content of more than 16 percent or sulfur content of 1 percent or greater beginning next year in its largest cities. Analysts say it may not be so simple to put the new regulations into place.
