One of the rainiest cities in the continental United States is facing an unprecedented water shortage. Forks, Wash., lies 13 miles from the Pacific Ocean and averages 119 inches of rain annually, but the spring and summer of this year have been the city's driest time in recorded history. Almost no rain fell in May and June, compared with the 9.5 inches that usually fall during that time period.
