The Interior Department has agreed to a settlement that could let a Wyoming mine company off the hook for tens of millions in unpaid royalties in order to complete a coal lease transfer. Powder River Basin newcomer Eagle Specialty Materials LLC in 2019 acquired two coal mines through Blackjewel LLC's ongoing bankruptcy.
