The federal government's top Supreme Court advocate in the last days of the Trump administration has returned to his former law firm. Jeffrey Wall, who had served as acting solicitor general since last summer, will rejoin Sullivan & Cromwell LLP, where he was previously a partner and co-head of the firm's appellate practice. "I am very happy to be rejoining my Sullivan & Cromwell colleagues," Wall said in a statement. "The firm pairs a world-class litigation practice with a collaborative culture. I can't imagine a better place to help clients solve difficult problems and navigate regulatory issues." Wall left the firm in the early days of the Trump administration to serve as principal deputy solicitor general at the Justice Department, an office where he previously served for five years during the George W. Bush and Obama administrations. During his time in the solicitor general's office, Wall argued 30 Supreme Court cases, including Gundy v. United States in 2018. In that case, the court declined to revive the long-dormant "nondelegation doctrine," a tool that conservative interests sought to use to fight EPA carbon regulations and other rules seen as overly broad delegation of legislative authority — although the justices left the door open to future consideration of the doctrine (Greenwire, June 20, 2019).
