Commissioners failed to recuse themselves in dozens of cases

Members of the Federal Energy Regulatory Commission took actions in as many as 29 instances in violation oftheir ethics pledge, a new report says.The violations happened after members received improper advice on what matters required their recusal, thegovernment's ethics watchdog said in a report released late last week.
