Looking back through 2008, the big talking point for me is that the advent of the Gross Value Added (GVA) based reporting requirements for Regional Development Agencies (RDAs) has moved the goalposts a long way down the pitch for some in the green lobby. We need to continue to simplify the rationale for what is done, to seek the elusive measure that tells the story in terms of direct outcomes for the investment put in. We still haven't found the answer to how much GVA is realised for every ￡1m investment in green infrastructure - it may even be the wrong question! We perhaps should be questioning ourselves more over the quality and kind of places we want to create and how best to achieve them, rather than making direct comparisons between types of interventions.
