摘要

Dear Readers, Welcome to the May 2015 issue of the Global Journal of Emerging Market Economies. In this issue, we focus on the global economy and on Latin America. In addition, we explore the macroeconomics of foreign capital flows in emerging markets. Each article generates interesting lessons and builds a persuasive case for action among policymakers in both advanced and emerging economies. The January 2011 issue of the journal featured three articles about Latin America: "Breaking Away from Mediocre Complacency to a Prosperous Future" (Claudio Loser and Anil Sood); "Requirements for Infrastructure Investment in Latin America under Alternate Growth Scenarios: 2011-2040" (Harpaul Alberto Kohli and Phillip Basil); and "How can Education Help Latin America Develop?" (Jeffrey Puryear and Tamara Ortega Goodspeed). Four years later, we revisit the topic of Latin America's economic development, looking at both the region and at how it functions (or does not) as a whole and at the structural adjustments individual countries must make.
