The Environmental Protection Agency proposed a rule last week that would reduce sulfur dioxide (SO2) and nitrous oxide (NOx) emissions from power plants reliant on fossil fuels by 71 and 52 percent from 2005 levels over the next four years, according to Gina McCarthy, EPA's assistant administrator for air and radiation. The so-called "Air Pollution Transport Rule"-which would span 31 states-would replace the existing 2005 Clean Air Interstate Rule (CAIR).
