Improving the effectiveness of humanitarian action: progress in implementing the Inter-Agency Standing Committee (IASC) Gender Marker

The Inter-Agency Standing Committee (IASC) Gender Marker is a tool that tracks and measures whether humanitarian projects mainstream gender adequately and respond effectively to the distinct needs of women, girls, boys, and men. The Gender Marker represents an important opportunity to improve the quality of humanitarian programming by addressing gender inequality. This article explores the development, implementation, and results from the IASC Gender Marker since its initial inception in 2007, through the piloting phases in the 2009 and 2010 Consolidated Appeals Processes (CAPs), to its partial and then full implementation in 2011 and 2012, respectively. La Notation genre du Comité permanent interorganisations (Inter-Agency Standing Committee - IASC) est un outil qui permet de suivre et de mesurer si les projets humanitaires intègrent le genre de façon adéquate et répondent efficacement aux besoins distincts des femmes, des filles, des garçons et des hommes. La Notation genre représente une importante occasion d'améliorer la programmation humanitaire en luttant contre l'inégalité entre les sexes. Cet article traite de l’élaboration, de la mise en œuvre et des résultats de la Notation genre de l'IASC depuis son lancement en 2007, durant les phases de pilotage dans les processus d'appels consolidés (Consolidated Appeals Processes - CAP) de 2009 et 2010, et pendant sa mise en œuvre partielle, puis complète, en 2011 et 2012 respectivement. El Indicador de Género del Comité Permanente Interagencias (CPI) es una herramienta para dar seguimiento a los proyectos humanitarios y medir si incorporan la perspectiva de género adecuadamente y si responden con eficacia ante las necesidades diferenciadas de mujeres, niñas, niños y hombres. El Indicador de Género es una gran oportunidad para mejorar la calidad de los programas humanitarios mediante la trasformación de la desigualdad de género.
