Der steigende Bedarf an Wohnraum zieht häufig die Forderung verdichteter Siedlungskern- und Randzonen nach sich. So hofft man, den Flächenverbrauch in den Griff zu bekommen und den Druck auf die freie Landschaft zu vermindern. Sogenannte Freiflächen innerhalb des Siedlungsgefüges werden unabhängig von ihrer Nutzung oder strukturellen Bedeutung im Siedlungs-gefüge als Baulandreserven gesehen.
