In the never-ending search for living space, many cities have to consider introducing secondary development to existing residential and business districts. In order to find a rational approach, particularly in districts originally created according to strict zoning laws, in 1993 the Town Planning Department of Hamburg commissioned several planning offices to develop a method of determining and evaluating secondary development potential and to apply the method thus evolved to a specific city district in a pilot study.%Welcher Freiraum eignet sich für zusätzliche Bebauung, welcher nicht?
