International efforts to resolve a political crisis that has resulted in the establishment of rival governments based in Tobruk and Tripoli hit a major snag in early November, when the Tripoli-based faction demanded the removal of the UN's mediator, Benardino Leon, whom they accused of bias.The controversy erupted after it was revealed that Leon, whose UN mandate expires in December, had been hired as the director-general of the Emirates Diplomatic Academy, a center for the training of foreign service personnel sponsored by the government of the [United Arab Emirates], which has been providing support to the internationally recognized Tobruk-based government headed by Prime Minister Abdullah Al-Thinni.
