The final authority in defense matters rests with the emir, who is also the defense minister and the commander in chief of the armed forces. Qatar's military force numbers about 11,800. Pakistanis, Indians, and Iranians figure heavily in the mix. The military is an all-volunteer force, but the enlisted ranks are largely composed of nonprofessional foreign nationals.
