As supreme commander of the armed forces, the president of Sudan exercises all military authority. He is also commander in chief of the armed forces and the country's minister of defense. The Defense and Security Council serves directly under the president and has sweeping powers. It has authority not only over defense matters but also over economic and political issues that have defense or security implications. In May 1990, Sudan announced the creation of a General Security Organization, formed by unifying the Sudan security organization and the internal security department. The new GSO was set up under the National Security Law of 1990.
