Terrorism and the Bottom Line

Most discussions of terrorism begin with the question: "Is the government doing enough to prevent an attack on vital infrastructure like pipelines and ports?" I'd like to pose a different question: "Is the private sector doing enough to prevent those attacks?" I think the answer is no. And the reason is that no market incentive exists to do so.
