While controlling inventory and cutting expenses with the best of them, Kohl's is doubling-down in cheap chic. That's the trend among pedestrian retailers to class up their offerings with high-end names, such as Martha Stewart housewares at Kmart and Isaac Mizrahi clothing at Target.
