Until a third of a century ago the New York stock Exchange rigged prices. The commission, for instance, on a 100-share order of a $50 stock was $65. Then the feds mandated competition. The liberated investor gave rise to a discount brokerage industry at the same time that technology made possible an explosion in trading. Whatever they lost in price the brokers more than made up in volume.
