Last july mark cuban and Todd Wagner's 2929 Productions began scouting locations for "The Burning Plain," starring Charlize Theron. With its overcast skies—not to mention 18% film tax credit—Vancouver seemed the perfect backdrop for the mother-daughter-relationship drama. But one month earlier Oregon, with its similarly rainy backdrop, doubled its tax rebate on film expenditures—such as hotel rooms and coffee for the crew—to 20%.
