No long-term solution to the problem of international terrorism is likely until Russia and China join the U.S. and other Western powers in devising one. China is not unwilling. Its leaders have many powerful motives to come in from the cold and become respectable members of society. What's required is time, patience and the kind of diplomatic intelligence once so plentifully supplied by Henry Kissinger.
