By now U.S. consumers were supposed to be able to go to an electronics store and pick up a digital TV set-top box, ready to plug and play. "We would like to have an era in this country where anybody can plug in a set-top box just the way that you can buy a telephone today in a retail store and plug it into a phone jack," William Kennard, then the chairman of the U.S. Federal Communications Commission (FCC), told reporters three years ago.
