Nearly all building codes aimed at improving fire safety, use a 'design fire' (typically 5MW) as the basis for establishing the suitability of a fire safety design. The fire engineer will subject any concept building to the design fire and determine if the design is fit for purpose. The focus of these design fires is to ensure that fires are kept in the room or compartment of origin. External fire spread via windows is generally seen as a secondary issue to the integrity of internal means of escape.
