London Fire and Civil Defence Authority recently signed a Memorandum of Understanding with Texaco Limited to operate a Lead Authority Partnership Scheme in respect of compliance with petroleum legislation. Andy Berry explains what the agreement entails. On 3 April 2000, Mr Jim Hawn, managing director of Texaco Limited, and ACFO Mike Overall, head of fire safety at the London Fire and Civil Defence Authority (LFCDA), formalised a partnership between their respective organisations under a Lead Authority Partnership Scheme (LAPS). The meeting included the signing of a Memorandum of Understanding (MoU) for the LFCDA to act as a partner to Texaco in respect of compliance with petroleum legislation.
