Analysts say part of Europe's problem with port security is unwillingness by industry and governments to highlight gaps. Many governments fear that admitting defects will place a port at an economic disadvantage. Serious security breaches at Belgian and Dutch ports have been reported to f airplay (see Letters, p13). According to the ISPS Code, port and vessel entry should be strictly guarded 24 hours a day but, according to a letter sent to Fairplay, a visiting cargo superintendent has revealed a list of errors, including a hole in the wall at Antwerp and unchallenged access to berths at Oostend and terminals in Rotterdam and Ghent. The superintendent says the ISPS code isn't being taken seriously.
