Recipe for a Nigerian maritime makeover

Nigeria's maritime sector has received a lot of bad press: allegations of corruption, piracy, oil theft, last year's tanker ban, and failure to deliver on key maritime legislation, including the amendments needed to the nation's cabotage laws. Despite this, Nigeria's president, Muham-madu Buhari, says he is committed to realising Nigeria's full maritime potential. Since taking office in May 2015, Buhari has dissolved the National Nigerian Petroleum Corporation (NNPC) board and vowed to "implement far-reaching reforms to Nigeria's oil and gas industry". The need for reform, he said, was pressing, given the country's dependence on oil and gas revenues.
