The EU's Community Independent Transaction Log (CITL) and member state registries will be connected to the UN's International Transaction Log (ITL) by December 2008 at the latest, the European Commission has announced. The EU executive, EU member states and the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) have completed all the testing required to connect the EU up to the registry. The EU's Independent Transactions Log and the UN's International Transaction Log are electronic accounting systems that keep track of emission allowances or carbon credits of companies participating in the carbon market. The CITL, which has been up and running since 2005, is the central registry for tracking quotas in the EU Emission Trading Scheme (EU ETS). The ITL plays the same role in the United Nations for different types of credits from countries that have signed up to the Kyoto Protocol.
