The European Union's science and research ministers set out to revive the faltering European Research Area (ERA), dubbed an 'internal market for research'. At the Competitiveness Council, meeting in Brussels on 30 May, they adopted conclusions on the so-called Ljubljana process, designed to support a free circulation of researchers, technology and knowledge. The Slovenian EU Presidency launched the Ljubljana process at an informal ministerial meeting in Brdo in April. At the centre of the process is the controversial question of ERA governance - ie what role member states, associated countries, parliaments and regions should have, and how the principal stakeholders should be engaged.
