The European Commission adopted, on 18 September, a draft decision listing 164 industrial sectors and sub-sectors deemed to be exposed to a "significant" risk of carbon leakage if an international agreement is not reached at the Copenhagen climate conference (7 to 18 December 2009). The companies concerned will receive a higher share of free greenhouse gas allowances in 2013 and 2014 than other industrial sectors. The risk of carbon leakage could be lessened by an agreement in Copenhagen and in that case the list would be revised. In the absence of agreement, it will apply for five years (2010-2014) and a new list will be drawn up for 2014-2019. The draft decision has been sent to the Council and the European Parliament, which have three months to transmit their observations, after which the Commission plans to adopt the decision formally before the end of the year.
