Commission keen to keep all options open

Ahead of a fresh round of preparatory negotiations for the Copenhagen United Nations Climate Change Conference (7 to 18 December) held in Bonn, from 2 to 12 June, the European Commission transmitted to the Council, on 20 May, a communication and proposal for an amendment of the Kyoto Protocol on the reduction of greenhouse gas emissions. According to a source close to the Council, it is a question of presenting, in the form of amendments to the current protocol, the positions already announced by the European Union. The objective is to keep all options "open" - a new international agreement and/or amendment of the current protocol - without prejudging the final result of the negotiations or expressing a preference for one option over another.
