No fewer than 533 amendments to the draft Directive on integrated pollution prevention and control (IPPC) have been tabled in the run-up to the vote by the European Parliament's Environment Committee, on 22 January.rnThis impressive number of amendments illustrates MEPs' concerns over the changes made by the European Commission as part of its recast of existing legislation.rnThe vote could nevertheless proceed fairly smoothly if committee members back rapporteur Holger Krahmer (ALDE, Germarty), who has grouped the bulk of the 533 submissions into 63 compromise .amendments negotiated with the shadow rapporteurs for the other political groups.rnThe central and controversial element of the proposed new approach is the implementation of best available techniques (BAT), an aspect of the current legislation that has not been well implemented, according to the Commission.rnTo determine BAT and to limit imbalances within the Union in terms of emissions levels from industrial activities, the Commission intends to enhance the impact of reference documents on such techniques ('BAT reference documents', adopted as part of an exchange of information among parties concerned by the Seville process).
